Modify hardhat config for deployment to testnet

• Modify hardhat config so that we can deploy to goerli testnet
• Add checker for deployer to have enough Eth for deployment
• Add two goerli accounts so that:
  1. 1st account (chairperson) can give rights to vote to 2nd account;
  2. 2nd account can cast vote to a proposal.
